In accordance with MGL Chap 40A sect5 the Northborough Planing Board will hold a public hearing on March 30, 2010 at 7pm, at the Town Hall 63 Main Street for the purpose of seeking public opinion on the proposed citizen’s petition. We the citizen’s of Northborough move forward for a moratorium on wireless facilities until the town reviews and or revised the current setback bylaws. This petition excludes any action against a wireless facility at the Northborough Police Station.

Clearwire Corporation is proposing to install new wireless telecommunications antennas at 4 locations, including: 4 West Main Street, Northborough, MA – consisting of replacing existing antenna with 3 panel antennas and constructing 3 new BH antennas on the building at a height of 72 feet (Project #61097224); 19 Church Road, Shrewsbury, MA – consisting of mounting 3 panel antennas and 3 BH antennas within the existing steeple as well as adding 1 GPS antenna mounted at the bell section of the steeple and painted to match at a height of 79 feet (Project #61097225); 67 Millbrook Street, Worcester, MA – consisting of constructing 6 panel antennas and 4 BH antennas on the roof of the building at a height of 70 feet (Project #61097239); and 121 Providence Street, Worcester, MA – consisting of mounting 3 panel antennas and 4 BH antennas to the roof of the building at a height of 89 feet (Project #61097240). The Town of Northborough, Massachusetts, herein called the Owner, acting by and through its Town Administrator, will receive bids for the removal, treatment and disposal of lead and arsenic contaminated soil from the Former Northborough Fish and Game Site. Separate sealed bids must have an outer sealed envelope marked as “Town of Northborough, Contaminated Soil Removal and Disposal, Former Northborough Fish and Game Site” and will be received at the Office of Town Administrator, Town Offices, 63 Main Street, Northborough, MA 01532 until 3:00 p.m., local time, Monday, March 29, 2010. The bids will be publicly opened and read aloud at the time and place designated above. A pre-bid meeting will be held on Thursday, March 18, 2010 at 10:00 a.m. at 119 Bearfoot Road Street, Northborough, MA. Bidders shall meet in the parking lot behind the Northborough Senior Center at 119 Bearfoot Road. All prospective bidders are encouraged to have a representative in attendance. The project includes the removal, disposal, and replacement of lead and arsenic contaminated soil and sediment from the Former Northborough Fish and Game site located at 119 and 167 Bearfoot Road, Northborough, MA. Performance and Payment Bonds, in an amount equal to 100 percent of the total amount of the Contract price, will be required of the successful bidder. The bonds shall be with a surety company qualified to do business in the Commonwealth of Massachusetts. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the date of the opening of bids. Minority Business Enterprise (MBE) and Women’s Business Enterprise (WBE) policies of the Commonwealth of Massachusetts and the Town of Northborough are applicable to the total dollars paid to the construction Contract. The “Fair Share” construction goal for this project is a minimum of five point three zero (5.30) percent MBE participation and four point four zero (4.40) WBE participation by state certified MBEs and WBEs. The Bidder shall submit completed MBE/WBE forms with the Bid. Failure to comply with the requirements of this paragraph may be deemed to render a Bid non-responsive. No waiver of any provision of this section will be granted unless approved by the Town. Wages are subject to Massachusetts minimum wage rates as per M.G.L. Chapter 149, Section 26 to 27D, inclusive and Federal Wage Rates pursuant to the Davis-Bacon Act, whichever pays more. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. This project is funded in part by a grant from the United States Environmental Protection Agency. Section 800 contains the funding program construction contract requirements, all of which shall be applicable to this contract. The Town reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
